It's difficult to tell, but in my experience, the discussion pages that have the most activity are "Is Santa Claus real?", "Who is Justin Bieber currently dating?", and "What is Justin Bieber's sexual preference?"
Yes, you may use a question's Discussion page to comment othe question's answer.
If you go to the discussion page - there should be a delete button by each post.
If the question is already answered, click the blue button that says "Discuss Question" underneath the answer to get to the question's discussion page. If the question is not yet answered, click the green button that says "discuss" underneath it to get to the discussion page. You can also click "Discuss" on the blue bar to the left of the question as well.
When going to answer a question, above the answer body, there is a tab called 'Discussion', go there.

Yes, if you are significantly editing a question or answer, it can be very helpful to explain why the change was made. This explanation should go on the question's discussion page. To get to the discussion page, you can go to blue tool bar on the left and click the Discuss Question link. This is not something you need to do, but if you know a change is going to be controversial it would be considerate and helpful.
The question does indeed have to fit in the box. HOWEVER, if you have a question that is really long, or needs to be explained or described, you can use the Discussion page. The Discussion page can be accessed from the big blue toolbar on the left side of your screen. Under the "Question tools" section, there is the option to "Discuss." Click Discuss to go to the Discussion page. When you ask your question, submit a short version of it, or only the first part of it, and include the words, "see Discussion for details" at the end of it. For example, you could ask, "I'm looking for a movie I saw once when I was a kid see discussion for more details?" Once you've submitted the question, you can use the Discussion page to go into further detail.
