The following European countries are not EU members: Iceland*, Andorra, Monaco, Vatican City, San Marino, Switzerland, Liechtenstein, Norway, Croatia*, Bosnia and Herzegovina, Montenegro*, Albania*, Macedonia*, Kosovo, Serbia*, Moldova, the Ukraine, Belarus, and five countries which are only partly in Europe - Russia, Turkey*, Georgia, Azerbaijan, and Kazakhstan.

Of the seven countries marked above, only one, Croatia, is currently guaranteed a spot in the EU and will officially join on July 1, 2013. Iceland, Turkey, Macedonia, Serbia, and Montenegro are in the step just before acceptance, where there are still debates on wether these countries should be admitted or not. Now it only looks like Turkey has a 50/50 chance of joining the EU or not, as it is a highly controversial candidate. Lastly, Albania has sent in an application and this will be reviewed and discussed before the country moves through the actual process.
