The following European countries are not EU members: Iceland*, Andorra, Monaco, Vatican City, San Marino, Switzerland, Liechtenstein, Norway, Croatia*, Bosnia and Herzegovina, Montenegro*, Albania*, Macedonia*, Kosovo, Serbia*, Moldova, the Ukraine, Belarus, and five countries which are only partly in Europe - Russia, Turkey*, Georgia, Azerbaijan, and Kazakhstan.

Now it only looks like Turkey has a 50/50 chance of joining the EU or not, as it is a highly controversial candidate.
