Google maps and Bing maps give 3 different results for 28 West Street in Manhattan, which is...very strange. Apparently there's a 28 West Street that is actually on Little West Street, 1 block north of Battery Park, and a 28 West Street at the entrance to the Brooklyn-Battery Tunnel, and also a 28 West Street at Ground Zero (on the portion of West Street that forms the western border of the World Trade Center site).

I guess I'll give directions to all three, but I sure hope you know which one you're going to. I have no idea why these map sites would say that there are 3 different 28 West Streets.

There's also a 28 West Street in Staten Island, and a 28 West Street in Brooklyn, but I'm going to assume you meant 28 West Street in Manhattan.

Take the Manhattan-bound 7 train (the purple line) from Vernon Boulevard-Jackson Avenue, Hunters Point Avenue (at 49th Avenue and 21st Street), 45 Road-Court House Square or Queensboro Plaza (at the Queensboro/59th Street Bridge, between 27th Street and 25th/Crescent Street) to 42nd Street-Grand Central Station.

Transfer at Grand Central to the Downtown 4 or 5trains (of the 4-5-6, the dark green line). Take the Downtown 4 or 5 to Fulton Street (for 28 West Street at the World Trade Center) or Wall Street (for 28 West Street at the Brooklyn-Battery Tunnel entrance) or Bowling Green (for 28 West Street/Little West Street).

The Fulton Street station is on Broadway, between Dey Street (to the south) and Fulton Street (to the north). Walk north on Broadway to Vesey Street (which forms the north border of the World Trade Center site). Turn left, and walk west on Vesey Street to West Street. Turn left, and walk half a block south on West Street to 28 West Street between Vesey and Liberty Streets.

The Wall Street station is on Broadway, between Rector and Wall Streets. Walk 4 blocks west on Rector Street to West Street. You will know which way is west because Rector Street hits a dead end at Broadway, so you can't walk east. Turn left onto West Street, and walk 2 blocks south to 28 West Street between West Thames Street and 3rd Place, at the Brooklyn-Battery Tunnel entrance.

The Bowling Green Station is on Broadway, at Battery Place. Walk west on Battery Place (away from Bowling Green park) to Little West Street (it's the next street after the highway). Turn right onto Little West Street (Little West Street ends at Battery Place, so you can't turn left anyway), and walk half a block north to 28 (Little) West Street between Battery Place and 1st Place.
