If you are a registered user, go to "My contributions" on he blue panel on the left. Then select "Filter by: Questions (asked)". It will then list all the questions you've asked on WikiAnswers.

WikiAnswers doesn't 'block' inappropriate questions, but rather stores them so no one can answer an inappropriate question that has already been asked. It is called a 'Catch-All', and it stores all of the inappropriate questions so when a user types in an inappropriate question that has already been asked and merged into that Catch-All, they will get an answer telling them that inappropriate questions are not allowed on WikiAnswers. In a way, WikiAnswers does 'block' inappropriate questions.

When you type a question on Wikianswers, the question will go under a category to the left called "My contributions." When you click that option, there will be a drop-down menu that allows you to click on "Questions (asked)." Once you click that, you can see all of the questions that you have asked as a user member on Wikianswers.

An ID is an unregistered WikiAnswers user, and is a guest contributor to WikiAnswers. Any guest is allowed to ask or answer questions, and it is just part of the rules.
It might not be a bad idea. But currently, if you go to a user's bio page, you should be able to get a RSS feed for a specific user. One of the RSS choices is questions asked by that user.
This can range from a question that does not make any sense to the user, does not contain enough information to answer the question, adds no value to the site, or is designed to cyberbully a user or a celebrity. Such questions are often trashed or reworded to make them better to answer, and the user who asked such questions warned to not do it again.
