The Vietnam War was not declared by Congress. It was started when the President sent troops.
The Vietnam War and The Civil War
The U.S. Congress never declared war on Vietnam. The president deployed troops without an official declaration. Since then, an act was created that was specific about how far the president could go without an official declaration of war by congress.
The President.
The First Barbary War is an example of when the president committed troops abroad after Congress. In 1801, Congress had approved legislation that gave the president six frigates to direct as he wished if the Barbary powers declared war on the US. Shortly after Thomas Jeffersonâ??s inauguration, the Pasha made a demand to increase the tribute the US government was paying to keep their ships safe from pirates. Jefferson refused and the Pasha declared war on the US. Jefferson consulted Congress, who authorized him to instruct the vessels. There was no formal declaration of war.
Under the War Powers Resolution, the President is required to report to Congress within 48 hours after introducing troops into hostilities or situations where hostilities are imminent. However, the President has 60 days to continue military actions without a declaration of war, with an additional 30 days for the withdrawal of troops. If Congress doesn't authorize the use of military force during this period, the President must cease those operations.
The president and congress make the final decision as to where troops are deployed. The president has a 90 day window where he can deploy troops without congress consent but after that congress must approve of the deployment. I'm drunk right now.
In the United States, only Congress has the power to declare war. The president may sent troops to a country for 60 days (i think, or was it 30?) in emergencies. The president may also ask Congress to declare war on a country by presenting the Congressmen and Congresswomen with just reason
The Marine Corps
the president had a small penis and coudent fight it himself
He has 48 hours to notify congress.
Congress and the president share responsibility for the nation's military. This is so because Congress controls government spending and because the president can only send troops over seas for 60 days unless Congress declares war or gives approval to the troops staying. They have meetings in the Capitol Building. Then they have the speaker of house be a spokes person for the president.
