The most likely cause is condensation buildup in the oil - apparently normal with a number of Dodge engines and harmless(assuming no blown head gasket - you would know if that was the case with dropping anti-freeze levels).
If you are loosing coolant with no apparent leak, or see white smoke from the exhaust you may have a blown head gasket. You need to have this looked into by a progressional. A blown head gasket will destroy your engine.

It is a very sensible idea to wipe off the inside of the cap periodically. AnswerAlso a bad PCV valve can cause this. The pcv valve allows byproducts and vapors of combusion to be re-introduced back into the engine for re-combustion. The valve is usually located at or near the oil cap. If it malfunctions or gets clogged over time (most of them do eventually) this can cause the vapors to build up in the oil reservoir and associated compartments. PCV valves are cheap (5-10 bucks) and are easy to replace in most cases.
if water is getting in the oil you have a blown head gasket take it to a mechanic if you are just getting condensation which will look like oil and water sludge on inside of radiator cap, there is not much that can be done about that
if the build up you are talking of is sludge, it could by caused by coolant mixing with the oil. The intake's are prone to leak on the Chevy line and it will let the coolant leak to the inside as well as to the outside. Look in the oil filler cap for a white milky looking goo, if it is present you have problems.
