First, it should be noted there is really no such thing: this is a political and media term that has been used for about five decades to refer to men (and later women) from the private sector who were brought in by a president to work in the administration because they could offer special expertise. These "czars" were experts in the automobile industry or in green energy or in social media or some other interesting area of policy. Contrary to internet myths, President Obama has used about the same number of "czars" as President Bush did. Every president uses experts, and Mr. Obama is no exception. One example in the Obama administration is Steve Rattner, who signed on as the "car czar" due to his experience with finance (especially with bank loans to corporations); Rattner helped to structure and then supervise the president's rescue of the auto industry.
