The second temple was builded by Herod the Great, the same one as having the infants slaughtered when Christ was a babe. It is said it took forty years to build and was such a wonder people traveled from all over to see it.

The Third Temple has not yet been built. The Jews are waiting for the proper time (and in some sects the Messiah) to build it. The current political and on-the-ground situation makes it impossible for Jews to actively consider building it because of the Dome of the Rock.
