I beg to differ because, according to one of the founding documents of the United States of America, i.e. the Declaration of Independence, it states the following:
We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.
So it that sense God, the Creator, created human rights, preceding Cyrus the Great by a few thousand years.
