There is no correct or incorrect answer for this question. You can debate it till the cows come home, but the truth be told, Tongans would say they are, and Samoans would say the same, that Samoans are better.
Samoan do not wear mats, but only when a taupou (chief's daughter) or a manaia (chief's son) performs a Samoan dance for dignataries at big occasions and events. Tongans do wear mats though as a formal wear.
Currently in 2011, Tongans dance to anything. But alot of my family loves to dance to reggae music.

As a Samoan, I do not hate Tongans. We all have our likes and dislikes in each other, but we don't "hate" each other, and when I say "each other", I mean Samoan to Samoan, Samon to Tongan, Samoan to palagi, Tongan to Tongan, English to English, and so forth. "Hate" is a strong ugly word. We are all children of God, and the less hate in the world, the better chance of us all getting along in a peaceful world. Since the Samoan population is almost twice that of Tonga, they would have the edge. Sike! Tongans are way stronger then Samoans sadly.

Many years ago Samoan's used to rule over Tonga, they had them working as slaves. Tonga then decided to come together as a people and try to take they're country back. Samoa didnt hesitate instead just let them take over, but refused to have anything else to do with them. The Samoan &Tongan generation now are still in dispute. Most of them are now in gangs called "Crips & Blood", where most Tongan's are for Crips and Samoan for Bloods. Silence, you Tongan! I own you! Hahaha! Just kidding. That's really interesting though. Anyway, I never knew that gang part. The people for blue aka crips are mostly Samoan and them for red aka bloods are not really all that poly but there are more Tongans than Samoans in t. At least, around here in Compton. The part I live in. Not all Samoans and Tongans hate each other. Just have to add my 5 cents to the first answer.....lol...In actual fact, it was TONGA who ruled Samoa. Im a Samoan and studied this in school. And yes, in general Samoans and Tongans get along. There are the certain few idiots who think they're better than each other (both Samoan and Tongan) but I think we've come a long way from petty rivalries. I have quite a few Tongan members in my own family now. And I know of many familes that are part Samoan and part Tongan. Times are changing!
