The person who made the remark on the "thousand years without a bath," was Jules Michelet. There is some doubt, however, about what he was talking about, with some authors seeming to think it was the entire Middle Ages, others thinking it was only the time before the crusaders brought back a taste for hot baths from the Orient (though they had been around in Wester Europe since Roman times), and others regarding it as the time in the Late Middle Ages and Renaissance after the public baths in Western Europe were closed after the Black Death.
I wish I could see this remark in its original form so I could understand its intent, but I have been unable to get it on the internet. Perhaps someone could find it and put a link to it below.
