The person who made the remark on the "thousand years without a bath," was Jules Michelet. There is some doubt, however, about what he was talking about, with some authors seeming to think it was the entire Middle Ages, others thinking it was only the time before the crusaders brought back a taste for hot baths from the Orient (though they had been around in Wester Europe since Roman times), and others regarding it as the time in the Late Middle Ages and Renaissance after the public baths in Western Europe were closed after the Black Death.
I wish I could see this remark in its original form so I could understand its intent, but I have been unable to get it on the internet. Perhaps someone could find it and put a link to it below. In the mean time, there is a link to a related question about personal hygiene in the Middle Ages. It seems if Michelet was referring to the entire Middle Ages he was wrong, but that should be no surprise. Michelet seems to have been rather uneven in his treatment of history; his imagination makes it a truly wonderful thing to read, but an imaginative approach to history does not help accuracy.

Quick answer: Sort of. Slightly longer answer: Most scholars do not use the term "Dark Ages." This term usually refers to the period from the end of antiquity up until approximately the year 1000 C.E. Most scholars refer to this period as the Early Middle Ages. The is followed by the "High Middle Ages", 1000-1300, and the "Late Middle Ages" from 1300-1500.
