The first true ballistic missles were developed in Germany during WWII, under the direction of rocket scientist Werner Von Braun. The first effective long range missle was the V1 "buzz bomb" that was used against targets in Britian toward the end of the war. Later, von Braun's team built the V2, a much larger, more powerful rocket used against tartgets in Britian, France, and the Low Countries. However, both these weapons were inaccurate, have an accuracy of several miles from were they were aimed, so they were limited to mainly hitting large targets such as cities.
