The Bible says that God told Adam and Eve to eat of all the trees of the Garden of Eden except for the Tree of the Knowledge of Good and Evil. This would mean that Adam and Eve were the first to receive rules. However, we have to wonder if God gave rules to the Angels prior to creating the Earth. If so, then the Angels were the first to get rules from God.

They gave them so many laws that in order to obey them all, there would be no time to sin. But God, gave them ten commandments that really covered all bases.
