Big floods have always happened. Mismanagement is the cause. The floodplains along the various rivers where flooding occurs have such rich soil due to past flooding. In Egypt they let the Nile River flood for centuries and simply planted their crops after the flood. They built their houses on high ground instead of on the flood plain. In the United States, they built the levy at the height of the highest flood. One came that was a little higher and spilled over the levy.

The southern ocean oscillation called El Nino and La Nina greatly affects the amount of snow and rain in the northern United States. Sometimes the Pacific Ocean is warmer close to South America and the Indian ocean is cold next to Africa: an El Nino. When that happens, the southern part of the United States gets more rain. Some times the Pacific is Cold close to South America and the Indian Ocean is hot close to Africa: a La Nina. Then the northern part of the United States gets more rain and snow. When there is a really powerful La Nina, the northern United States gets a lot of rain and snow. When the snow melts, there is a big flood downstream.
