Beginning January 1, 1863, President Abraham Lincoln declared, the slaves belonging to persons in rebellion against the United States were free. But the Proclamation did not free slaves in the border states or even those parts of the South, such as Tennessee, that were under Union control.

Lincoln still felt that he did not have constitutional authority to free slaves belonging to loyal planters. The Proclamation was a war measure, designed to embarrass the enemy.

Since it could not be enforced in the South, Lincoln's Proclamation did not actually free any slaves. But it did give a moral tone to the war. The conflict became a crusade to rid the nation of slavery.
