The government in the colonies during the revolutionary war was still King George as we were in a Civil War. However, the Second Continental Congress, which met on May 10, 1775, started to establish a separate government by appointing George Washington commander of the Continental Army, printing money, and organized a committee to deal with foreign nations. On July 5, 1775, the moderates led by John Dickson submitted an "Olive Branch Petition," in hopes King George would resolve the grievances of the colonies. King George refused to see it. Later on, July 2, 1776, the colonies had officially declared independence from Britain and assigned the job of writing the Declaration to Thomas Jefferson. In the mean time, Congress drew up the "Articles of Confederation" providing the newly formed states all the power of a government. It wasn't approved by all the states until 1781.
Technically, Britain ruled the nation during the revolutionary war, but since the colonies were fighting against Britain, i guess the nation wasn't being ruled by anyone.
