If, of course, what they do injures a person, a victim, an accuser, who is willing to testify in court of their injuries, they can be held accountable for their actions. Otherwise, a self-governed individual can do anything that individual wants and no one can stop them. If one wants to drive down the road at night with ones lights off, they can as long as they do not cause injury to another individual. Such a self-governed individual governs him/herself. Their rights to this expression are infinite. One cannot write down the number of things a self-governed person can do because they are infinite. If a person wants to build a nuclear power plant in his/her backyard, as long as not one atom of nuclear waste lands on their neighbor or his/her property, that person can build and operate such a device. If a neighbor is smoking tobacco and the smoke drifts into a neighbors house, and that neighbor complains, the court system is there to make a determination as to injury, extent of that injury and just compensation for that injury. In the case of the U. S. constitution, a very few common rights were in fact written down. This was to make certain they were not taken away or denied, but again, to the extent to which individuals can express themselves is infinite. Thus, in the 9th amendment, the explanation is put forth that the few rights that were written down are not the only rights. There are in fact 'other rights'. They were smart not to attempt to write them all down because it is an impossibility to write down an infinite number or rights, or anything at all for that matter.
