In theory, the North. And Lincoln's success in keeping these states from voting Confederate was a tribute to his keen political skill.

But the Border states remained divided throughout the war, Missouri in particular being largely beyond Lincoln's control, with many guerrilla operations, with savage suppressions and reprisals.
