The supreme power under the U.S. Constitution is supposed to be the People. According to the Constitution, a very few narrowly-defined powers are delegated to the States and even fewer to the federal government. This sovereignty has been severely eroded over the last 100 years.

No individual got more power from the issuing of the US Constitution.

The Constitution (and amendments) sets out the peoples rights (and responsibilities) and which branch of government is responsible for the various actions required for governing a nation.

Under the Articles of Confederation, the Federal government had almost no power. So the States.

That depends on the kind of government. Usually it is a prime minister. Where the head of state is the same as the head of government it can be the president.
