A police officer can enforce a law. Because they are the one who seen not all but the other activities in the society. That they can enforce it according to the crime committed by a perpetrator. That's all.
In the USA for local laws, traditionally it has been the local, city, or town police Dept. In some places in the USA where towns alone cannot support a local police dept., then many times the county's Sheriff's Dept does the job. If a "State Highway" runs through a town, you can count on the US State's "Trooper" Dept to do it.
On a major State highway in the US State of Virginia, not only do the State Troopers enforce speeding laws, they place the summons & your name on the internet. I know because it happened to me.
