Both houses of the US government are elected by popular vote. The only time this is not true is when a senator leaves office for some reason (jail, fleeing the country, etc) and a replacement is appointed by the governor to fill the unexpired part of the term. I'm not sure what happens when a representative leaves, it may vary from state to state.
