Local government in the United States is generally governed by the laws in each individual state. There are many forms. Some communities are closely governed on a city and town level. Some have no government below a county level. Some states such as Massachusetts and Connecticut have eliminated county governments. Some local governments are run by elected officials such as mayors and city councils who work together. Others municipalities are managed by town managers who are hired by contract. Some municipalities share special services creating water management and fire protection districts with neighboring towns, and so jurisdictions can cross over geographic and political lines in some cases.

The reason for the widespread variation is that early settlers arrived in a new land where there was no existing legal authority. Most were English and many were Dutch. They came for commercial or religious purposes and they had to fend for themselves once they arrived. Communication with the England was impossibly slow and the early settlers were at the mercy of the local governing body set up by whoever happened to be in control of the particular enterprise or settlement.
