The founding father of the U. S. public school system is Horace Mann. His greatest contribution was the importation of the Prussian system of schooling children in large groups by age to Massachusetts in 1852.

The idea for the first public school was established by the Puritans. They passed laws to promote education. It was required that every town with at least 50 families had to have an elementary school. Every town with 100 families or more had to have a grammar school for older kids.

Public education began in the colonies and by 1635 laws had been passed concerning education. The education of children was always seen as important. Washington wrote that to keep a working democracy that people needed to be educated. They needed to understand how the government worked and to be able know citizenship rights. Much of the colonies and early US population were from other countries and didn't speak English. As late as 1830 60% of school children had one parent non English speaking. So, there is no one person who founded public education but it was a confederation of people who wanted to make sure schools were available for children.
