They aren't the same. And there wasn't a god of "water", but there were gods of bodies of water. In fact every body of water had some deity that protected or embodied it.

Poseidon - the lord of all waters
Okeanos (Oceanus) - the Titan of the seas, supplanted by Poseidon
Pontus - the "world ocean" i.e. the ocean that bordered all lands
The Winds were divided by direction and were collectively called Anemoi. They were:
Boreas - the north wind. His Roman counterpart was Aquilo
Notus - the south wind. His Roman equivalent was Auster
Eurus - the east wind. His Roman counterpart was Vulturnus
Zephyrus - the west wind. His Roman name was Favonius
There were dozens of lesser wind and water-related deities. Far too many to mention here.
There is no greek god of tunnels but Hades was the god of the underworld while Posiedon was the god of the sea (AKA water).
