England doesn't have a single person "in charge"; the Queen is the monarch, she has very little official power - but a lot of influence. By 'ruler' I presume you mean 'monarch'. Then the answer is Prince Charles (the Queen's eldest son) who will only become king upon the queen's death. Although the term 'ruler' implies the monarch has power, in actual fact the monarch is only a figurehead for traditional/ceremonial purposes and does not have any political power. We have an elected leader called the 'Prime Minister' who governs the UK.
