when the United States did not yet exist, but was a group of colonies "owned" by England, a group of men representing each colony go together to determine if they should separate from Englad and the King, and if so, what type of government would work best.

The people who invented the US government are today known collectively as the Founding Fathers. There were people representing all 13 colonies, along with other leaders, at meetings called "the Continental Congress" who decided have three branches of government (one being congress) would be the way to go. This group included George Washington, Thomas Jefferson, James Madison, and a few dozen others, who debated the issue of what kind of government they wanted, and finally came up with the US constitution in the late 18th century.

Most meetings were held in Philadelphia PA, and it was during this time they decided to have a revolution and establish the United States as a separate country.
