Cuba, although changing slightly in more recent times, remains a Communist dicatatorship. The highest levels of the leadership decide what laws they wish enacted and enforced and do so without any input of its governed citizens.

Cuba is a Communist Dictatorship - it is ostensibly governed by a "puppet" general assembly who make and pass law that only meets the needs and approval of the regime in power.

Cuba remains a communist country. With that said, Castro and his younger brother, Raul are the primary people who shape the laws in Cuba.
