It depends on what country you are referring to. In any case, the laws of most countries are created by their respective legislative bodies. In the United States, that is the US Congress, made up of the Senate and the House of Representatives, which passes Federal Laws. Each state also enacts state laws in their respective legislatures, and cities/towns/municipalities add local laws (through city councils, etc.). In the United Kingdom, the legislative body is Parliament, made up of the House of Lords and the House of Commons.

In the UK, Parliament passes laws that affect the nation. Local councils are able to make by-laws that only affect the local area - a by-law may state that there is to be no camping on the village green, or there is to be no cycling along certain pavements, etc.

The city hall. If you have mayor then he gets the law it is then passed down to the other important people in the town hall. Once a special group decides the law is proceeded or denied.
