The entity recorded on the TITLE is owner...name or business. On occation, the registration may be different, or the borrower may be different.
The DMV doesn't care who's name the loan is in, only the name that appears on the title and registration. Either way, the lenders name would have to appear on the title since the DMV has to know who actually 'owns' the vehicle.

I would think whose name is on the registration is the important part. If you own it you can sell it. If he owns it you can't.
The answer depends on what you mean. In most of the U.S. there is no such thing as registration. In the few states that do require it, it must stay registered in the name of the person that owns it always. If you live in one of those states and move to a state that does not require reqistration, there is no way to unregister the gun, because the states that don't require it can't do anything about the registration in another state.
