I believe Japan's greatest naval strategist, Admiral Isoroku Yamamoto, helped plan the attack on Pearl Harbor, but also argued that the U.S. fleet in Hawaii was "a dagger pointed at our throat" and must be destroyed.

Yamamoto planned out the whole plan for the attack on Pearl Harbor. Vice Admiral Nagumo was the fleet commander, with Yamamoto commanding everything from Japan. One pilot, seeing that there was no resistance, squawked on the radio, "Tora, Tora!", which started the attack on Pearl Harbor.

The Japanses declaration of attack was never actually received until they had first attacked the harbor. But in any case the Japanese declared the attack.

On December 1, 1941, Prime Minister of Japan, Hideki Tojo addressed a cabinet meeting in Tokyo that was attended by Emperor Hirohito. He convinced the cabinet that the US was a problem for Japan's exploits in East Asia. The US demand Japan to end its aggression was an empty demand. The US was in no position, still in its Great Depression, to wage a war in East Asia. The short sighted cabinet saw Tojo's plan as the best way to discourage the US totally from becoming an element in East Asia. By destroying its Pacific fleet, the US would be warned that the forces of Imperial Japan were too strong to challenge. After the last cabinet minister who had held out on the plan agreed to it, the Japanese fleet set out to destroy Pearl Harbor in a sneak attack. As an aside, this was the way the 1904-5 Russo-Japanese War began, with a sneak attack by the Japanese.
