Answer:No one person rules. The Prime minister (Gordon Brown) is the equivolent of the President of the U.S.A and he is backed by the Labour party. At the next election though, who knows, it could be any of the three main parties who are : Labour, Conservative or the Liberal Democrats. England is a democratic country.
