During the Russian invasions of Afghanistan, the USA aided the citizens of Afghanistan by helping them raise a rebellion, providing them with weapons and training overlooked by the CIA.
After the Afghan-Russia war, the rebellion turned against the USA, led by Osama bin Laden.
So, the people who started the terror group, unwillingly, was the USA itself. It was Osama who led them against the USA after Russia left Afghanistan.
