The Speaker of the House would become president if the president and VP were incapacitated at the same time.
The vice president becomes President if the President dies or is removed from office . There are also procedures by which the vice-president can temporarily assume the duties of president, either voluntarily or involuntarily.

The Vice President will take over for the President if the latter is hurt or cannot perform the duties of the office.
He needs to do his job right too, and if the president dies or cannot fulfill his duties then the vice president takes over and needs to be president.
