As the name says the Holy Roman Empire was an empire not a kingdom. It was established by Otto I who became the first Holy Roman emperor in 962. It did not unify the whole of Western Europe. Denmark, the Scandinavian Peninsula (Sweden, Norway and Finland) the Iberian Peninsula (Spain and Portugal) and most of France were not under this empire. Bohemia (present day Czech Republic) was.

Northern Italy broke away in 1187 Switzerland in 1291 and Holland in 1581.
