They sent ships filled with food to near by ports. They smuggled wagonloads of food into Boston any way they could. General Gage could not enforce the king's decree. President Harry S Truman nearly 200 years later was extremely familiar with American History. When the Russian Primer, Joseph Stalin, blockaded Berlin, he immediately put the same program into effect as the colonists had used in Boston nearly 200 years earlier.
