On his first voyage he was simply looking for profit for France, his commission read:

"Discover certain islands and lands where it is said that a great quantity of gold and other precious things are to be found." -Royal Commission from Francois I.

The goal of his second voyage was to sail the St. Lawrence River, which he discovered on his first voyage. He was hoping to find a route to the rich markets of Asia.

His third voyage was one of colonization. He did not head this expedition, he was there to assist Sieur Roberval in the colonization of Canada. The colony was eventually abandoned.
