Lincoln's plan to reunite the nation after the Civil War provided that if 10 percent of the people who voted in election swore allegiance to the Union then the seceded states could reenter the Union. Lincoln wanted to make it easy for the seceded states to rejoin the Union.

Following the assassination of President Lincoln, President Johnson was also lenient concerning this issue. This placed him at odds with the Radical Republicans.
