The US Bill of Rights was written in the summer of 1789, and was proposed as a series of 10 Constitutional Amendments in September 1789 by the 1st Congress of the United States. The 10 Amendments were ratified and took effect in December 1791.

The US Constitution had been written in September 1787 and was finally ratified in March 1789. The 1st Congress of the United States (21 Senators and 59 Representatives) met beginning on March 4, 1789, for the first two years of Washington's presidency.

James Madison drafted the Bill of Rights, even though he wasn't initially in favor of having them included. They were not written at the Philadelphia Convention, since they were later amendments to the Constitution written there. Madison submitted his proposal for a Bill of Rights to Congress in June 1789. But where were they written? Madison lived in Virginia but was a congressman, so presumably they were written either in Washington or Virginia.

The US Bill of Rights was written by Madison in the year 1789. The amendments got implemnted on Day 15 of December 1791. It was mainly important to prevent the Congress from creating laws related to religious practices as well as establishments of different religions in the country. Also the amendments do not allow the federal government to deprive an individual of life, property and liberty without the person undergoing due process of law.
