John Major- although Margaret Thatcher was Prime Minister at the time Saddam Hussein invaded Kuwait, and oversaw the build-up of British troops in Saudi Arabia as part of the international coalition to drive Hussein out, Thatcher was forced to resign on 28th November 1990 after returning from an EU summit meeting in Brussels.

She was replaced by her Chancellor, who was John Major, and it was he who actually oversaw Britain's role in the Gulf War of late January '91.

She was succeeded by her Chanchellor John Major, who was the Prime Minister who actually saw the UK through the war.
