In November of 1861 Lee was placed in charge of a new military department covering South Carolina, Georgia, and the Atlantic side of Florida. He realized that Confederate coastal fortifications could not withstand Union naval bombardments. He evacuated many of them, except those defending major cities. He built new fortifications inland and out of the reach of Union ship cannons. He had certain waterways blocked as best as possible and concentrated forces inland with the ability to be shifted to threatened areas. As an aside, Lee's strategy has been compared with German western front defenses during World War II.

The build-up of the coastal defenses in France was the assignment of German General Irwin Rommel. He was in direct charge of the so-called Atlantic Wall. Rommel had under him Army Group B, which consisted of the 7th and 15th German armies and 88 Corps. General Marshal Von Rundstedt favored a more elastic and mobile defense, this idea however, was overrulded by Hitler.

The Union's top brass and President Lincoln was not happy about the surprise attempted raid on the capitol. Lincoln took the advice of Secretary of War Stanton's advice to place General Henry Halleck in charge of the city's defenses.

Union General Benjamin Alford graduated from West Point in 1833. He ranked 22nd in his graduating class of 43 cadets. Alford helped to build Washington DC's defenses but spent most of the US Civil War years in charge of the Oregon Territory.
