McGwire would have won had Clinton's trial started at a later date. Time selects the man who had the largest impact on history that year. Professional wrestler Mick Foley (A.K.A. Cactus Jack, Dude Love, Mankind) led all candidates in online voting that year, but Time removed him weeks before the deadline, stating that Foley had not achieved enough to deserve the award.

The Time Magazine got Hitler the most successful man in 1938. Unfortunately it was the people's opinion who voted for him in this category. Probably , he got this title because he could succesfully deal with depression, unemployment and territorial remedy for the Germans who had felt rather humiliated after the Vesrsailles Treaties in 1919.
