No they were not. The Arabs are descendants of Adams son Cain who was cursed with a dark skin. Ham's wife was a descendant of his, and also had a dark skin. We can trace the Arabs through her lineage.
Another perspective
There were apparently 4 races of humans before this present one. Ancient Sumerian and Babylonian texts give very important information regarding this. Apparently Africa is not the origin of man, some say Sumar (Iraq) and some say Eire (Ireland).

The Torah speaks of three branches of post-Flood mankind: Yefet (Jafeth), Ham, and Shem (the three sons of Noah; Genesis ch.10).
- The children of Yefet are (broadly speaking) the Europeans (Caucasians).
- The children of Ham include the ancient Egyptians, Canaanites, Nubians, Bantu (and sub-Saharan Africans in general), and many others.
- The children of Shem include the ancient Assyrians, Elamites, Arameans, Lyddians, and other Semitic peoples. One group of Semites (from Terah) gave rise to the Arabs, Hebrews, Moabites, Ammonites, Edumeans and others.
