Depends how you define king ior emperor. In any group of people a leader usually emerges, and that is particularly true of primitive peoples. So I would say that king-like figures existed long before records were kept.
There weren't any emperors of the entire world. Most rulers either ruled Europe or were extremly powerful in their land such as the Maya in South America. You could choose from Genghis Kan, Caesar, Alexander the great Or some other rulers...

The first empire in world history was in Mesopotamia. It was formed by Sargon the Great and included Sumerian cities.
