Jesus gave Peter the Apostle the right to found the Catholic church which took place after his death, resurrection and the sending of the holy spirit on Pentecost. See Matthew 16:18-19, which read:

And I say also unto thee, That thou art Peter, and upon this rock I will build my church; and the gates of hell shall not prevail against it. And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.

After Peter and the apostles went their separate ways to preach the good news of Christ, Peter went to Rome to found the church. This made the most sense since Rome was the commercial center of the Western world at the time where he would find the greatest chance of founding a faith that would spread.
