John Letcher (1813-1884) was elected governor of Virginia in 1859, and served from 1860 to 1864. Virginia did not secede from the Union until after the Civil War "officially" began on April 15, 1861.
In 1864, he was succeeded by former governor William Smith, whose term ended with the surrender of the Confederacy in May 1965.
