There have been many kings of Germany. Germany is a federation of many small states and at one time (prior to the first world war) each of these small states had its own ruler. Some of these states were places like Bavaria and Prussia.

The last one who bore the title of "king of Germany" was Francis II (1792-1806). He was also Roman Emperor (Holy Roman Empire) and archduke of Austria.

In 1806 he lay down his imperial crown and thus dissolved the Holy Roman Empire as well as the kingdom of Germany. Both entities have become synonymous by the late middle ages.

The German nation state of today never had a king as head of state. It was constituted as a federal state of various German principalities with a German emperor on top who was king of Prussia at the same time in 1871.
