The term "fascist" derives from the Italian fascism of Benito Mussolini, to mean conservative, authoritarian nationalism, which implied that his movement was also xenophobic and anti-communist. The term was applied to Naziism under Adolf Hitler, and to Francisco Franco of Spain (where the civil war preceded World War II) and to the earlier presidency of Argentina's Jose Uriburu.

Fascism
Fascism is a political faction or party in a particular place. There is no single unified party so there is no single leader.
It depends on how the question is read.If the question is read as Who is the most famous leader of fascism?, the answer to this is ADOLF HITLER.If the question is read as Who is the leader of fascism with the best record?, the answer is NONE. Every single fascist leader has been a horrible person and a horrible leader. These leaders have led to ethnic cleansing, genocide, financial ruin for their countries, thousands or millions of dead, and vast repression of internal citizenry. However, if I was forced to choose one fascist leader was the least awful and terrible, it would be have to Chile's Augusto Pinochet.
