Probably Herbert Hoover. By 1932, doss houses and camps for down and outs were being _named_ after him. Other presidents have been unpopular for spells but recovered later. Andrew Johnson was execrated while in office, but before he died had been re-elected to the Senate. Truman was very unpopular when he left office, but much better thought of by the time of his death in 1972. But Hoover's reputation has never really recovered.

Warren G. Harding (1921-1923) is thought by most historians to be the most unpopular president ever. Certainly the most unqualified. Harding's administration was beset by charges of corruption (at least one cabinet member was sentenced to prison for corruption), and an illegitimate child was credited to him shortly after he died suddenly before his term ended. A series of Congressional investigations uncovered corruption in the Veteran's Bureau and Justice Department, payoffs in return for leasing rights in the Teapot dome and Elk Hills oil reserves. His personal habits gave most the opinion that he was a "slob".

Barack Obama is probably not the MOST hated President. Obama's lowest approval rating so far was 41% in November of 2013 and we can compare this to Nixon who had his lowest approval rating in August 1974 at 24% and George W. Bush who had a 22% approval rating in October 2008. Unfortunately, we do not have clear approval ratings for Presidents before the 1930s, so deeply unpopular presidents like Tyler (1841-1845) and Andrew Johnson (1865-1869) cannot be accurately compared with more recent presidents.

What is notable with Obama is how divisive he is. Over the course of Obama's presidency, his average approval rating among Democrats has been 81%, compared with just 14% among Republicans. This differential is the largest in recent times and has been increasing almost consistently from president to president. As to why politics is becoming more partisan, it is likely because the news and media have become increasingly partisan. This creates bubbles for both liberals and conservatives to only encounter individuals who reinforce their worldview and make them intolerant to those who reject aspects of their worldview. Furthermore, fact-check websites have demonstrated that the information given to both liberals and conservatives (although more commonly conservatives) is incorrect and biased.

Many historians place Lyndon B. Johnson as among one of the most hated US presidents. The list can be long or short based on pure opinions. LBJ fits into the most hated in that he ran on a peace platform. His Republican opponent, Senator Barry Goldwater was criticized as a war monger. As it turned out, Lydon Johnson created a huge war with the Vietnam War. His situation was so terrible that he chose not to run for reelection in 1968. This was due to his mishandling of the Vietnam War.Approximately 58,000 American soldiers were killed.

Andrew Johnson was probably the least liked by his party. He had always been a Democrat until Lincoln chose him for vice-president. When he became president the party deserted him , impeached him and came within one vote of throwing him out of office. He was not considered as nominee for another term as president by the Republicans but got some consideration from the Democrats. John Tyler was also quite unpopular with his party because he vetoed the banking bill which was one of the big goals of the party to pass. He served in the Confederate government during the Civil War which did not help his standing in the North.

Popularity goes up and down for a president. There are no popularity polls on most of the presidents and these polls are likely to be inaccurate . Some of presidents who were definitely unpopular with some of the people some of the time were John Tyler, Chester Arthur, Andrew Johnson and Franklin Pierce. The first three were never elected president, but stepped into the position when the president died. Tyler's party disowned him after he vetoed the banking bill. Johnson was a southern Democrat whom Lincoln added to balance his ticket. He was in constant turmoil because of his cabinet , Republicans in Congress and his difficult job of trying to bring the defeated southern states back into the union. Chester Arthur became sort of a reformer and party bosses in his home state, who had fought to make him president, felt that he betrayed them after he became president. Franklin Pierce supported the Kansas-Nebraska Act and did little to alleviate the situation it caused in Kansas. He became so unpopular that his party would not nominate him for a second term.
