Really, there were no generals involved. Generals are the top officers in an army. The top officers in navies are admirals. The Pearl Harbor attack was planned and carried out by the Japanese Navy. The main force behind the decision to make the attack was Admiral Isoroku Yamamoto, who commanded the "Combined Fleet", most of Japan's seaborne ships. Yamamoto did not go on the attack to Hawaii, he remained in Japanese waters. The Task Force which carried out the Pearl Harbor attack was commanded by Admiral Chuichi Nagumo.

Hideki Tojo. At first, he supported the foreign office's efforts to reach an agreement with the U.S. When he was convinced that a negotiated deal was possible, however, he ordered the December 7th attack on Pearl Harbor in 1941.

As an aside, the news of Japan's sneak attack on Pearl Harbor, was a surprise to German Foreign minister, Ribbentrop. Accounts of this differ, however, most historians give credence to the report that Ribbentrop personally believed that Japan would strike Hong Kong or Singapore, and not have Pearl Harbor as a target at all.
